Senate Bill 23-276: Modifications to Elections Laws

• Adds digital identification to acceptable forms of voter identification, including digital versions of driver's licenses, tribal IDs, and veteran cards

• Authorizes tribal councils to provide voter registration lists to the Secretary of State to help register eligible tribal members, with automatic registration processes and opt-out provisions

• Expands drop box locations and voting access on Indian reservations, allowing up to four days of early voting; allows drop boxes at places of worship

• Reforms election recount procedures with faster timelines (24-31 days instead of 30-35 days), updated testing protocols, and hand-count presumption when machine counts don't match manual counts

• Appropriates $469,201 to the Department of State for implementing election law changes, including technology updates and additional election administration staff
