Modifies the art in public places program requirement that typically mandates at least one percent of capital construction appropriations be allocated for artwork acquisition.

For the 2022-23 fiscal year only, state agencies and institutions of higher education are exempted from the one percent art allocation requirement for capital construction projects.

Agencies and institutions that opt out of the art allocation may redirect those funds to any other costs associated with the capital construction project.

Clarifies that the state funded portion of total construction costs includes appropriations from the Revenue Loss Restoration Cash Fund to state agencies and higher education institutions.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, or safety.
