Prohibits record custodians from requiring requesters to provide any form of identification to request or inspect public records.

Requires custodians to provide searchable digital copies of digitally-stored records and prohibits converting digital records to non-searchable formats before transmission, unless technologically or practically infeasible.

Eliminates per-page fees for records provided in digital or electronic format and requires custodians to accept credit card and electronic payments for public record requests if they accept such payments for other services.

Makes sexual harassment complaint records and investigation results regarding elected officials publicly available if the investigation concludes the official is culpable, with mandatory redaction of accuser, accused (if not elected official), victim, and witness identities.

Requires all state agencies, institutions, General Assembly members, and the Governor's Office to submit electronic mail retention policy reports to the Legislative Council by January 1, 2024; also protects electronic mail addresses, telephone numbers, and home addresses provided to elected officials from disclosure.
