Requires ranked choice voting in Colorado presidential primary elections beginning January 1, 2028, allowing electors to rank up to 5 candidates with tabulation continuing in rounds until 2 or fewer active candidates remain.

Votes transfer to the next highest ranked active candidate when a candidate withdraws or receives the fewest votes in a tabulation round, with ties resolved by lot.

Requires round-by-round tabulation results to be publicly reported as unofficial preliminary results online beginning when polls close until all votes are counted, with results certified to state and national political party committees.

Allows military and overseas voters covered by the Uniform Military and Overseas Voters Act to cast ranked choice ballots in the 2024 presidential primary election and makes an exception allowing ranked ballots with votes for withdrawn or disqualified candidates to be counted.

Authorizes the Secretary of State to promulgate rules implementing ranked choice voting for presidential primaries and receiving gifts or grants to fund implementation and voter education.
