• Amends the legislative declaration to affirm the Colorado veterans' service-to-career program (created by House Bill 16-1267) has successfully increased employment rates for veterans, veterans' spouses, and eligible participants.

• Requires workforce center staff to vet potential program participants and leverage additional funding sources, including federal funds, to deliver comprehensive services.

• Repeals provisions requiring the department to develop evaluation methodologies prior to awarding grants and deadlines for grant awards by January 1, 2019.

• Extends the repeal date of the veterans' service-to-career program from January 1, 2024 to July 1, 2024.

• Takes effect 90 days after final adjournment of the general assembly, subject to referendum petition provisions.
