Colorado General Assembly applies to Congress under Article V of the U.S. Constitution to call a convention of states for proposing constitutional amendments imposing fiscal restraints on the federal government.

The convention of states would be limited to proposing amendments that limit federal power and jurisdiction, and limit terms of office for federal officials and Congress members.

This application constitutes a continuing application under Article V until legislatures of at least two-thirds of all states make similar applications on the same subject.

Copies of the joint memorial shall be sent to the President, Senate Secretary, House Speaker and Clerk, Colorado's congressional delegation, and legislative officers in all states requesting their cooperation.
