Honors the memory of Richard Morton (Dick) Soash, former Colorado Senator who died on October 1, 2019, at age 78 in Homosassa, Florida

Recognizes his service in the Colorado Senate from 1977 to 1984, representing district 31 for seven years and district 8 for his final year, serving on Agriculture, Natural Resources, Energy, Business Affairs and Labor, Local Government, and Transportation committees

Acknowledges his legislative focus on mine safety for underground and surface mines and water storage issues for the Western Slope, as well as his later work as a lobbyist for various organizations including Denver city and county, RAG American Coal, and the International Brotherhood of Electrical Workers

Celebrates his character as a skilled public speaker, farmer and rancher, practicing Catholic, Denver Broncos fan, and family man who operated the Soash Centennial Ranch

Directs copies of the memorial be sent to his surviving sisters, Maxine Cornwell and Barbara Greffenius, and his children Curtis, William, Richard Jr., Josephine, Stacey, and Nick
