Change Senate Rule 21(a) to designate "Local Government AND HOUSING" as committee (8), adding housing to the existing Local Government committee.

Modify Senate Rule 21(a) to change "shall be" to "ARE" for committees of reference appointed at the beginning of each regular session after a general election.

Reorganize the committee categories in Senate Rule 22(l)(1) to redistribute committees among four categories, moving Education, Judiciary, Health and Human Services, and State, Veterans, and Military Affairs to different category groupings.

Remove Business, Labor, and Technology, Finance, State, Veterans, and Military Affairs, and Transportation and Energy from Category 1 and reassign them to Category 3.

Remove Education and Judiciary from Category 2 and move them to Category 1, while adding Health and Human Services and State, Veterans, and Military Affairs to Category 2.
