HB 24-1003 Summary

• Allows school districts, charter schools, and nonpublic schools to acquire and maintain supplies of opiate antagonists on school grounds and school buses, with trained staff authorized to administer them during overdose emergencies.

• Permits school employees and agents to furnish opiate antagonists to any individual (including students) on school grounds or buses, provided students must receive appropriate school-sponsored training before receiving antagonists.

• Prohibits schools from disciplining or prohibiting students from possessing or administering opiate antagonists on school grounds, buses, or at school-sponsored events, and protects students from civil or criminal liability when acting in good faith.

• Allows schools to acquire and distribute non-laboratory synthetic opiate detection tests and non-laboratory additive detection tests to any individual, with employees and agents granted immunity from liability for distribution of these products.

• Encourages schools to develop comprehensive policies that include education and training for parents and students regarding opiate antagonists and detection tests, and to collaborate with harm reduction education organizations.
