HB 24-1012 Summary

• Requires the Front Range Passenger Rail District to hold at least one annual joint meeting with the state transportation commission, I-70 coalition board, and regional transportation district, with meetings allowing remote participation and updates provided by district staff.

• Expands the district's geographic boundaries to include all areas within Weld County located in the cities of Longmont and Erie, and clarifies county precinct definitions in Huerfano, Las Animas, and Pueblo counties.

• Changes board director term structures so that governor-appointed and organization-appointed directors serve four-year terms running through the fourth December 31 following their appointments, with subsequent terms commencing January 1 after appointment.

• Allows the board to delegate contract authority to officers and employees (except for intergovernmental agreements and public-private partnerships) and permits advisory nonvoting board members to be excluded from executive sessions concerning their appointing authority.

• Requires the district to certify ballot content to the Secretary of State at least 60 days before elections, with the Secretary of State then certifying to county clerks, and mandates the district pay county election costs.
