Enacts Colorado Revised Statutes 2023 as the positive and statutory law of Colorado, incorporating all general and permanent laws originally enacted in Colorado Revised Statutes 1973 and subsequent enactments under Section 2-5-125

Includes all laws of Colorado enacted at the first regular session and first extraordinary session of the seventy-fourth general assembly, as well as measures approved by voters at the November 7, 2023 statewide election

Establishes the effective date for Colorado Revised Statutes 2023 as the first day that is not a Saturday, Sunday, or legal holiday following the effective date of this bill

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, or safety and for appropriations supporting state departments and institutions
