HB24-1021 Summary

• Requires minors under 18 to complete a 30-hour driver education course (may be online) before obtaining an instruction permit, in addition to existing 12-month permit holding and 50-hour driving experience requirements.

• Minors 18 and older may complete either a 30-hour driver education course or a 4-hour prequalification driver awareness program to obtain an instruction permit.

• Requires 10 of the 50 hours of driving experience to be completed at night, and permits the driving log to be signed by parents, guardians, driver education instructors, or responsible adults who signed the affidavit of liability.

• Expands instruction permit supervision options to include grandparents with power of attorney, foster parents, approved driver education instructors, alternate permit supervisors, military members with valid out-of-state licenses, and individuals 21+ who signed the affidavit of liability.

• Requires commercial driving schools and instructors providing instruction to minors or at-risk adults to obtain fingerprint-based criminal history record checks starting July 1, 2026, and bars instructors with certain violent or sexual crime convictions from teaching minors.
