• Requires local governments retaining revenue above TABOR limits through voter-approved "waiver elections" held before November 9, 2020, to resubmit those ballot measures for voter re-approval by November 2029.

• If voters reject the resubmitted ballot issue in November 2029, the original waiver election approval expires on the first day of the local government's next fiscal year.
