Prohibits covered foreign persons (citizens/entities from China, Russia, or designated state sponsors of terrorism) from acquiring controlling ownership shares (>50%) in Colorado agricultural land, mineral rights, or water rights effective January 1, 2025.

Allows covered foreign persons who owned such property interests before January 1, 2025, to retain existing holdings but bars additional acquisitions in the state after that date.

Requires covered foreign persons owning any property interests to register with the Colorado Secretary of State no later than March 1, 2025, or within 60 days of acquisition, whichever is later.

Authorizes the Attorney General to bring civil actions for violations, resulting in property reversion to the state if acquired in violation of the prohibition, or penalties up to $2,000 per violation for registration non-compliance.

Exempts refugees who are covered foreign persons from the prohibition if they acquire agricultural property with prior approval from the Colorado Secretary of State.
