Reduces the Colorado Health Insurance Exchange Oversight Committee meeting requirement from at least two times to one time per calendar year when the general assembly is not in session, with a maximum of seven meetings annually.

Changes technical and advisory groups to meet "as necessary" rather than requiring quarterly meetings, removing the prior exception that allowed reduced meeting frequency after June 1, 2018.

Requires the exchange board to annually present financial and operational plans and major board actions to the oversight committee, replacing the previous requirement for written reports submitted by January 15 each year.

Updates committee membership criteria to specify that appointees "must" be members of particular legislative committees, and clarifies committee names including renaming "health and environment" to "health and human services" and "economic and business development" to "business affairs and labor."

Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed, in which case approval by voters at the November 2024 general election is required.
