• The Department of Public Health and Environment must conduct a comprehensive study on gender-affirming health-care providers in Colorado, with special focus on rural areas.

• The study must examine provider and facility numbers by region, available resources, threats to providers, patient numbers and provider ratios, types of services sought, prevalence of non-prescribed treatments, and insurance coverage availability—all without disclosing individual identities.

• The department must seek input from gender-affirming and mental health providers, LGBTQ+ community members (especially youth), and representatives from six specified state entities including the Health Equity Commission and Department of Health Care Policy and Financing.

• A written report with findings and recommendations must be submitted by December 31, 2026, to the House Health and Insurance Committee, House Public and Behavioral Health and Human Services Committee, and Senate Health and Human Services Committee, and posted publicly on the department's website.

• The law automatically expires on September 1, 2027.
