HB 24-1051: Towing Carrier Regulation

• Requires towing carriers to obtain documented, non-automated permission for each individual nonconsensual tow within 24 hours before towing, signed by property owner, leaseholder, or authorized employee (excluding those with financial conflicts).

• Establishes detailed signage requirements for residential parking areas including minimum 2 square feet size, 1-inch lettering, bilingual (English/Spanish) text, and specific placement rules (3-10 feet high, visible at entry and parking area).

• Prohibits towing carriers from earning income through nonconsensual tows if the property owner would also earn income from the tow; allows property owner to authorize another carrier instead.

• Requires towing carriers to return violatively towed vehicles within 48 hours to the original location, unless the vehicle owner prefers retrieval from storage without charge or return is impractical.

• Extends Public Utilities Commission regulation of towing carriers from September 1, 2025 to September 1, 2030; appropriates $165,629 for implementation including legal services and staffing.
