HB 24-1054: Implementation of Jail Standards in Colorado

• Creates a Legislative Oversight Committee for Colorado Jail Standards with 6 members appointed by legislative leadership, with rotating chair/vice-chair positions between Senate and House in odd and even-numbered years.

• Establishes a Jail Standards Advisory Committee composed of sheriffs, county commissioners, public defender, health professionals, and incarceration advocacy representatives to conduct jail assessments and recommend standards.

• Requires all Colorado county jails to comply with adopted jail standards beginning July 1, 2026, with one year to comply with any revised standards, unless granted a variance.

• Authorizes the Attorney General to conduct jail assessments in collaboration with the advisory committee and provide technical assistance; allows the Governor, oversight committee, and sheriffs to request special assessments.

• Appropriates $305,000 to the Jail Standards Advisory Committee cash fund and $41,248 to the legislative department for the 2024-25 fiscal year; sunset provisions repeal the oversight committee on September 1, 2033.
