Creates the Independent State Elected Official Pay Commission, a 9-member independent body to set compensation for state elected officials and General Assembly members, meeting every four years beginning in 2025.

Commission composition includes three members appointed by the Governor, two by the Senate President, two by the House Speaker, one by the Senate Minority Leader, and one by the House Minority Leader, with restrictions on political party affiliation, prior lobbying, and current/former elected official status.

Commission must submit compensation recommendations by December 15, 2025, and every four years thereafter, which take effect January 1, 2027, and on January 1 of subsequent four-year gubernatorial terms if appropriated by the General Assembly.

Modifies per diem allowances for General Assembly members until June 30, 2025, with new rates effective July 1, 2025: members in Denver metropolitan area receive 25% of federal per diem rate, and non-Denver members receive 90% of federal per diem rate.

Implements annual cost-of-living adjustments to all state elected official salaries based on the Consumer Price Index for Denver-Aurora-Lakewood, effective January 1, 2028, and annually thereafter.
