• Creates independent delivery licenses for social equity licensees to deliver and sell medical and retail marijuana products to permissible delivery locations (private residences, marijuana hospitality businesses, and overnight accommodations).

• Establishes accelerator licenses (hospitality business, transporter, and independent deliverer) for social equity licensees to operate on premises of accelerator-endorsed licensees with technical and capital support.

• Expands eligible delivery locations beyond private residences and reforms social equity eligibility requirements effective April 1, 2025, based on residency in opportunity zones, low-income housing history, marijuana offense connections, military discharge, or public assistance receipt.

• Eliminates the $1 surcharge on marijuana deliveries and provides a $50,000 income tax credit for accelerator-endorsed licensees hosting social equity licensees for at least 12 consecutive months (tax years 2026-2035).

• Creates grants for local jurisdictions establishing social equity programs (up to $500,000 total) and requires annual reporting on social equity licenses and recommendations for new funding sources, with sunset review in 2028.
