The General Assembly, Secretary of State, and each political party must ensure precinct caucuses or alternative ballot-access processes remain accessible to persons with disabilities.

Within six months of the effective date, any person may participate in a precinct caucus or party assembly using a video conferencing platform upon request, without providing an explanation for the need.

Political parties select which accessible video conferencing platform to use and establish procedures and timelines for remote participation requests, with a 30-day advance notice requirement permitted.

In unserved areas of the state, political parties may offer alternative accessible participation methods such as telephone conference calls instead of video conferencing.

Failure by political parties to make reasonable efforts to comply constitutes disability discrimination under Colorado law, and violations entitle individuals to remedies under state and federal anti-discrimination laws.
