Creates the Electronic Smoking Device Recycling Strategies Advisory Group within the Department of Public Health and Environment with 10 members representing industry, retailers, waste management, recycling facilities, and environmental organizations.

Advisory group must analyze pollution caused by electronic smoking device disposal, review existing recycling practices and facility capacity, and consider methods to prevent hazardous waste contamination of Colorado's environment.

Advisory group shall evaluate whether Colorado should establish a deposit and recycling program charging consumers fees for device collection, transportation, and recycling.

Advisory group must submit a comprehensive report to the General Assembly, relevant legislative committees, the executive director, and governor's office by October 31, 2025, with recommendations for state or local policies and identification of available grant programs.

Section expires September 1, 2026, making this a temporary advisory group with a defined lifespan.
