Allows students at preschool, public school, and public college or university graduations to wear and display religious or cultural regalia and adornments as recognized objects of cultural or religious significance.

Prohibits schools and institutions from restricting what students wear under their required graduation attire.

Permits schools to prohibit items likely to cause substantial disruption of graduation ceremonies, but only using the least restrictive means necessary and based on evidence of actual disruption rather than fear or apprehension.

Requires preschools, schools, and public colleges or universities to develop and adopt policies aligned with these requirements by the start of the 2024-25 school year (or August 1, 2024 for preschools).

Defines "cultural" to include practices or traditions of groups based on protected classes including disability, race, creed, color, sex, sexual orientation, gender identity, gender expression, family composition, religion, age, national origin, or ancestry, while excluding items related to incitement, defamation, fraud, obscenity, child pornography, fighting words, and threats.
