Requires the Colorado School of Public Health to research and select draft model legislation by July 1, 2024, for a single-payer, nonprofit, publicly financed universal health-care system that directly compensates providers.

Mandates analysis of the selected draft model legislation, including estimated costs for years 1, 2, 5, and 10; provider reimbursement rates; impact on various populations including racial equity assessment; and effects on health-care facilities, insurance companies, and pharmaceutical costs.

Creates the Statewide Health-Care Analysis Collaborative with 21 members appointed by legislative leaders and the governor, plus designated state officials, to advise the School of Public Health during the analysis.

Requires the Colorado School of Public Health to submit a comprehensive report detailing findings to the House and Senate Health and Human Services Committees by December 31, 2025.

Appropriates $240,735 to the Department of Higher Education for the 2024-25 fiscal year to fund the analysis through fee-for-service contracts, plus $448 for legislative department expenses; the bill sunsets December 1, 2026.
