Establishes licensure requirements for business entities performing community association management in Colorado, effective July 1, 2025, through the Division of Real Estate.

Licensed entities must designate a controlling manager, obtain criminal history record checks for the controlling manager and all employees performing community association management, demonstrate insurance compliance, and meet education requirements established by rule.

Authorizes the Director to impose disciplinary actions including administrative fines up to $5,000, censure, probation, suspension, or revocation based on a points-based disciplinary system for violations such as mismanaging HOA funds, violating laws, or failing to account for money.

Violating the licensing requirement by engaging in community association management without a license, or after revocation or suspension, is a Class 2 misdemeanor.

The licensure program is scheduled for repeal on September 1, 2029, with a sunset review to be conducted before that date.
