Adds new statute 23-1-143 to designate state institutions of higher education as "first-generation-serving institutions" based on enrollment of first-generation undergraduate students.

Defines a first-generation-serving institution as one whose average resident first-generation undergraduate population share over three years equals or exceeds the statewide average from Fall 2022, or holds a First Scholars Network of Institutions designation from the Center for First-Generation Student Success.

Requires the Department of Higher Education to identify and designate qualifying institutions within 30 days after each annual public release of enrollment, retention, and graduation data beginning in 2024.

Mandates the Department post designated institution names on its website and notify each designated institution and the Colorado General Assembly of the designations annually.

Takes effect at 12:01 a.m. on the day following the ninety-day period after final adjournment of the general assembly, unless subject to a referendum petition requiring voter approval in November 2024.
