Extends Denver Health's managed care organization (MCO) contract from June 30, 2025 through June 30, 2032, provided the MCO meets all state department criteria for physical health-care services.

Requires rates paid by the MCO to contracted providers not exceed state Medicaid fee-for-service rates unless providers enter into a quality incentive agreement with the MCO.

Repeals the supplemental payment provision in statute (Section 25.5-4-427) effective July 1, 2024, replacing it with the extended MCO contract structure.

Directs the state Department of Health Care Policy and Financing to work with Denver Health to address financial hardships caused by uncompensated care, which increased 127% from 2020-2023 and reached $135 million in projected uncompensated care in 2023.

Designates Denver Health as the largest safety net hospital in Colorado, serving 63 of 64 counties, and authorizes state support to ensure its financial stability and continued operation.
