Department of Revenue must create a process by March 31, 2026, allowing vehicle owners to request electronic notifications instead of written notices for registration, titling, and related transactions.

Electronic notifications may cover vehicle registration expiration, plate and placard renewal, certificate of title issuance, fleet registration renewal, hearings, driver's licenses, and missing documentation.

Department cannot use electronic means to notify owners of registration revocation due to dishonored payment or identifying plate/placard revocation; these must remain in writing.

Department must promulgate rules for implementing the electronic notification process by December 31, 2024, and the electronic vehicle registration and titling system must support leased vehicle transactions by January 1, 2027.

General Assembly appropriates $645,368 from the Colorado DRIVES vehicle services account for fiscal year 2024-25 to develop software and support implementation.
