Allows named sexual assault victims, their designees, or lawful representatives to access criminal justice records that identify them, in addition to criminal justice agencies.

Expands access to criminal justice records for child victims and witnesses to include the State Public Defender, Alternate Defense Counsel, Respondent Parents' Counsel, Child's Representative, Municipal Attorneys, and County Attorneys.

Requires implementation of the record release process for defense and prosecutorial offices by July 1, 2024, with this requirement repealing on July 1, 2025.

Applies the amended privacy protections to records pertaining to offenses committed on or after January 1, 2024, while maintaining prior law for offenses committed before that date.
