Enacts the "School Psychologists Licensure Interstate Compact" to allow school psychologists licensed in one member state to obtain equivalent licenses in other member states without duplicative requirements.

Establishes the School Psychologist Interstate Licensure Compact Commission as a joint government agency to oversee the compact's administration, with one delegate per member state representing that state's licensing authority.

Requires applicants for home state licenses to pass a qualifying national exam, complete 1,200 hours of supervised internship (600 hours minimum in a school setting), and graduate from a qualifying school psychology education program (60+ graduate semester hours for specialist level or 90+ for doctoral level).

Creates provisions for active military members and military spouses to designate their home state license in their permanent residence, primary state of practice, or state of relocation following a permanent change of station.

Compact becomes effective when enacted into law in the seventh member state; includes repeal mechanism if the revisor of statutes does not receive notice of seventh state enactment by June 29, 2029.
