Establishes a special Chicana/o license plate beginning January 1, 2025, available for motorcycles, passenger cars, trucks, and recreational vehicles not exceeding 16,000 pounds empty weight.

Requires the department to designate nonprofit organizations every five years to qualify applicants, with organizations focused on Chicana/o youth leadership training, higher education access, violence prevention, cultural-economic well-being, or ethnic studies programs.

Applicants must donate to a designated organization and provide a certificate of donation to receive the plate; organizations can establish minimum donation amounts and must use donations to support Latin American communities.

Charges a one-time fee of $25 in addition to regular license plate taxes and fees, with the additional fee credited to the Highway Users Tax Fund; allows personalized plates with additional fees per existing law.

Appropriates $6,629 to the Department of Revenue and $7,562 to the Division of Motor Vehicles for the 2024-25 fiscal year to implement the program; takes effect 90 days after adjournment unless subject to referendum.
