HB 24-1111: Cosmetology Licensure Compact

• Approves and ratifies the Cosmetology Licensure Compact, allowing Colorado cosmetologists to practice across multiple member states under a multistate license while maintaining their home state's regulatory jurisdiction

• Establishes the Cosmetology Licensure Compact Commission with representatives from all member states to coordinate licensing, share investigative information, and maintain a data system tracking licensees and adverse actions

• Requires member states to license and regulate cosmetology, conduct competency examinations, implement background check procedures, and participate in the shared data system for tracking adverse actions

• Allows active military members and their spouses to maintain their home state designation while on active duty assignment, supporting workforce mobility

• Appropriates $104,620 to the Division of Professions and Occupations for fiscal year 2024-25 to implement the compact, including staffing costs and information technology services
