Creates a special license plate for first responders with permanent occupational disabilities, available beginning January 1, 2025 or when the Department of Revenue can issue them.

First responders with the plate are exempt from paying taxes and fees for one vehicle; additional vehicles require standard motor vehicle fees plus two one-time $25 fees (one to the highway users tax fund, one to the licensing services cash fund).

Eligible applicants must be Colorado residents who are either retired Fire and Police Pension Association members with permanent occupational disability, or current/former peace officers or firefighters with permanent occupational disability from official duties.

Applicants demonstrating mobility impairment can obtain a plate with additional identifying figure authorizing use of reserved disabled parking spaces.

Establishes that permanent occupational disability is an immutable characteristic, exempting this plate from standard special license plate limitations and surcharges that apply to other specialty plates.
