HB 24-1114 Summary

• Requires animal shelters and pet animal rescues to notify all licensed shelters and rescues in Colorado at least three days before euthanizing any pet animal, allowing other facilities to request possession of the animal.

• Requesting shelters or rescues must take possession of transferred animals within two days or the notifying facility may contact additional facilities that expressed interest.

• Exempts from notification requirements animals that are irremediably suffering, dangerous dogs, court-ordered euthanasia cases, and dogs with documented history of repeated unprovoked biting resulting in serious injury.

• Provides immunity from civil liability to shelters that comply with notification requirements and transfer animals, and to shelters that properly document and euthanize animals meeting exemption criteria.

• Takes effect October 1, 2024, subject to voter approval if a referendum petition is filed within 90 days after legislative adjournment.
