• Authorizes the Attorney General to expend money, manage staff, and perform administrative functions essential to operate a District Attorney's office when appointed by executive order of the Governor due to a vacancy.

• Requires the Attorney General to establish a hiring committee consisting of the Attorney General, a representative from the Colorado District Attorneys' Council, and the highest ranking attorney or official at the District Attorney's office to make recommendations on hiring decisions.

• Allows the hiring committee to recommend that personnel hiring be conditional upon review and approval by the person appointed to fill the vacant District Attorney position, while the Attorney General retains ultimate hiring authority.

• Applies to actions taken by the Attorney General on or after the effective date of the act.

• Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
