HB24-1121 Summary

• Requires manufacturers of digital electronic equipment to provide owners and independent repair providers with fair and reasonable access to documentation, parts, embedded software, firmware, and tools needed for diagnosis, maintenance, and repair.

• Establishes that "fair and reasonable terms and costs" for digital equipment means pricing equivalent to authorized repair providers, no-charge software tools, and timely delivery methods that do not impair equipment performance.

• Prohibits manufacturers from using "parts pairing" software after January 1, 2026 to prevent installation of replacement parts, reduce functionality, or display misleading warnings about non-approved components.

• Exempts motor vehicles, medical devices, video game consoles, industrial equipment, emergency communications systems, and several other categories from the repair right requirements.

• Requires independent repair providers to notify customers in writing that they are not authorized repair providers and may use non-manufacturer parts; manufacturers remain liable only for their own parts' quality.
