Allows local college district boards to increase membership from five to seven members, seven to nine or eleven members, and nine to eleven members through appointment of new members at any time, without requiring school district annexation.

Permits nine-member boards to designate one or two board member districts as at-large districts covering the entire college district, and eleven-member boards to designate up to three districts as at-large.

Updates school district annexation procedures to require approval by majority vote of eligible electors at regular biennial elections, with clearer language for single and multi-district annexation scenarios.

Allows grant-funded affordable housing projects in rural communities on local college district-owned land to prioritize housing for enrolled postsecondary students, local college district employees, and local government employees.

Takes effect 90 days after final adjournment of the general assembly, unless subject to referendum petition, in which case effectiveness depends on November 2024 voter approval.
