HB24-1132: CARE for Living Organ Donors Act

• Establishes comprehensive protections and support for living organ donors in Colorado, including employment protections, insurance coverage, and financial assistance related to organ donation procedures.

• Prohibits employers from discriminating against, retaliating against, or taking adverse action against employees who are living organ donors, with a rebuttable presumption of violation if adverse action occurs during the 30 days before or 90 days after an organ donation recovery operation.

• Requires health benefit plans to provide mandatory coverage for all health-care services related to living organ donation without deductibles, copayments, coinsurance, or other limitations.

• Prohibits health-care providers from billing living organ donors for any costs associated with organ donation services, effective January 1, 2022.

• Prohibits insurers from denying, limiting, or increasing premiums for life insurance, disability income insurance, health insurance, or long-term care insurance based on living organ donor status, and establishes April 11 annually as "Living Organ Donor Recognition Day."
