HB 24-1136 Summary

• Creates a resource bank of evidence-based materials and curricula on social media's mental and physical health impacts on youth, to be made available free to schools and educators starting July 1, 2025.

• Establishes a temporary stakeholder group (up to 15 members including educators, parents, youth, mental health professionals, and technology experts) to develop and maintain the resource bank with materials available in English and Spanish.

• Requires social media platforms with more than 100,000 Colorado active users to display notifications to users under 18 either when they spend one cumulative hour daily on the platform or access it between 10 p.m. and 6 a.m., effective January 1, 2026.

• Directs the Colorado Department of Education to provide technical assistance to local education providers and include information on social media's mental health impacts in comprehensive health education curriculum guidelines for grades 6-12.

• Appropriates $13,974 to the Department of Education for 0.2 FTE to implement the resource bank and content specialist support.
