By July 1, 2024, the Secretary of State must add features to the voter registration website allowing registered electors to confirm their mailing address and select whether to vote in person or by mail ballot.

For primary elections, electors must select which major political party's ballot to receive, with options limited based on the elector's party affiliation.

The default selection for all registered electors is to vote in person; electors who do not access the website to make selections during an election cycle are presumed to have opted to vote in person and will not receive a mail ballot.

The Secretary of State must display a notice on the website stating each ballot costs $8.00 to send, over 2 million ballots per election are wasted annually costing Colorado over $17 million every two years, and 50% of savings will fund child food vulnerability programs.

For the 2024-2025 fiscal year and thereafter, the General Assembly must appropriate 50% of any reduction in election reimbursement costs to the Department of State for programs combating child food vulnerability.
