• Creates certification process for "accessory dwelling unit supportive jurisdictions" that implement affordability strategies such as fee waivers, pre-approved plans, education programs, or incentives for accessible/visitable units.

• Establishes $5 million grant program administered by Department of Local Affairs to provide up to $15,000 per permitted ADU for costs including fee reductions, technical assistance, and pre-approved designs, with priority to jurisdictions serving low- and moderate-income households.

• Allocates $8 million to Colorado Housing and Finance Authority for loan programs, interest rate buydowns, down payment assistance, and direct loans to support ADU construction for low- and moderate-income residents.
