Authorizes chambers of commerce to obtain special event permits to serve alcohol and substances minors are prohibited from purchasing, with member businesses able to participate at non-contiguous locations.

Prohibits certain businesses from participating in chamber-sponsored events, including those selling firearms, motor vehicles, marijuana, gasoline, diesel fuel, or those operating as convenience stores or K-12 schools.

Allows liquor licensees to participate if not serving complimentary alcohol on the same date and time as the event, but permits them to donate alcohol products and volunteer services at no cost.

Requires chambers and participating members to make available snacks and sandwiches during all hours when alcohol beverages are served.

Creates new off-site tobacco festival permits for tobacco retailers, limiting permits to five per year per retailer size, with festivals restricted to individuals 21 years of age and older, effective January 1, 2025.
