Imposes moratorium until June 30, 2025, prohibiting PERA from expanding membership eligibility to include employees of third-party private entities that contract with public entities to perform services.

Defines "employee of a third-party private entity" as an individual hired, fired, compensated, or assigned by the private entity, and "third-party private entity" as a private entity that is not a PERA employer and is fully separate from the contracting public entity.

Addresses concerns that expanding PERA membership to contracted private employees would disrupt school district contracting practices for services including transportation, substitute teaching, special services, and program management.

Automatic repeal effective July 1, 2025, allowing the moratorium to expire and PERA to potentially modify membership eligibility after the deadline.

Invokes safety clause to enable immediate effective date for urgent preservation of public education services and school system operations.
