Requires car-sharing programs to enable shared car owners to indicate accessibility modifications for individuals with disabilities, effective January 1, 2028, and to list specific modifications and adaptive equipment available.

Car-sharing programs are not liable for incorrect or false accessibility information provided by shared car owners if they make reasonable efforts to obtain accurate information.

Requires electric vehicle charging stations constructed or replaced on or after January 1, 2026 to incorporate accessibility standards from the United States Access Board for at least 5% or one vehicle charging space, aligned with federal ADA requirements.

Amends energy code requirements to include accessibility standards for EV-capable, EV-ready, and EV supply equipment installed parking spaces, referencing United States Access Board design recommendations and federal ADA regulations.

Strengthens reserved parking enforcement by prohibiting blocking of access aisles and accessible routes by any means, allowing parking enforcement officers to investigate violations, and subjecting property owners to monetary penalties for obstruction.
