Creates a pet animal registration enterprise in the Department of Agriculture to develop and maintain an online registration system that must be operational by July 1, 2025.

Requires pet owners to annually register animals in the system, designate a caregiver, and pay fees ranging from $8.50 (with designated caregiver) to $25 (without designated caregiver), with higher fees for unspayed/unneutered dogs and cats.

Enables first responders to access the system during emergencies to locate designated caregivers for pets and identify animal shelters if caregivers cannot be located or refuse custody.

Establishes a pet animal registration cash fund supported by registration fees to cover system development and maintenance, and to reimburse animal shelters for emergency pet custody.

Prohibits pet ownership without registration and violations of the act, with civil penalties up to $100 per violation enforceable through administrative procedures or court action.
