Requires local education providers to provide menstrual products at no expense to students in school bathrooms on a phased timeline: 25% of bathrooms by June 30, 2025; 50% by June 30, 2026; 75% by June 30, 2027; and 100% by June 30, 2028.

Exempts small rural school districts (under 1,200 students) from the phased timeline requirements but requires all other schools, the Colorado School for the Deaf and Blind, and approved facility schools to eventually provide products in all applicable student bathrooms.

Defines menstrual products as tampons and pads at minimum and requires products be placed in female-designated or gender-neutral bathrooms in grades 6-12 buildings, or in health/administrative offices if gender-neutral bathrooms are unavailable.

Allows schools to remove products from bathrooms if experiencing vandalism or property destruction, but must post signage indicating where products are available elsewhere in the building.

Appropriates $200,000 from the general fund for a grant program to help schools acquire, install, and maintain menstrual product dispensing machines and disposal receptacles, with $100,000 designated for the 2024-25 fiscal year.
