Imposes accessibility-related duties on the Denver Airport Authority with specific deadlines ranging from March 30, 2024 to December 31, 2030, including staff training programs, advisory committee establishment, accessible restrooms, electronic dashboards for reporting violations, and improved mobility device handling procedures.

Requires development of comprehensive training programs for airport staff in handling luggage, wheelchairs, walkers, canes, medical equipment, and adaptive sports equipment by December 31, 2026.

Mandates installation of companion care changing tables and at least one accessible public restroom in every terminal by June 30, 2030, and implementation of wayfinding technology for blind and visually impaired travelers by March 30, 2024.

Authorizes the Division of Aeronautics to fine entities for noncompliance: up to $3,500 for first offenses (after 30-day cure period) and up to $7,000 per offense for subsequent violations.

Allows individuals alleging damages from violations to bring civil suits seeking court orders for compliance and other remedies available under state law.
