• Prohibits the use of seclusion on students in school districts, charter schools, and institute charter schools when students are on agency property or participating in off-campus school-sponsored activities or events.

• Requires the state board of education to promulgate or amend rules to reflect the seclusion prohibition by November 1, 2024, with this rulemaking requirement repealing on July 1, 2026.

• Mandates the state board create and maintain a resource bank of materials regarding alternatives to seclusion and restraints by July 1, 2025, to be published on the department website and available to the public.

• Requires school personnel to comply with documentation and reporting requirements for any seclusion incidents, even during emergencies, with parents notified within five calendar days of any seclusion incident.

• Allows seclusion only during emergencies as defined by state board rule when necessary to keep students and staff safe from harm.
