HB24-1173: Electric Vehicle Charging System Permits

• Requires Colorado counties with populations of 20,000 or more and municipalities with 10,000 or more (by 2020 census) to adopt streamlined EV charging permit standards by December 31, 2025, choosing between three options: adopting the state model code, creating objective standards with administrative review, or opting out of new requirements.

• Mandates the Colorado Energy Office publish an EV charger permitting model code by March 31, 2025, containing guidelines for standardized permitting processes that counties and municipalities may adopt.

• Establishes objective standards and administrative review processes that eliminate public hearings and elected body involvement for EV charger permit decisions while maintaining public health and safety protections.

• Requires county and municipal permitting agencies to provide applicant checklists, review applications within three business days, and notify applicants of final determinations within three business days of approval or denial.

• Directs the Colorado Energy Office to provide technical assistance to counties and municipalities using the Electric Vehicle Grant Fund, prioritizing assistance to areas with disproportionately impacted communities.
