Changes community investment grant awards from "may" to "must" be used for evidence-based or evidence-informed services along the behavioral health-care continuum, including prevention, treatment, crisis services, recovery, harm reduction, care coordination, and housing services.

Adds a new eligible use for community investment grants: capital construction projects that have completed design review and building permits, provide multiple critical services in one central location, are accessible to first responders and community members, and demonstrate strong community support.

Transfers $4,000,000 from the General Fund to the behavioral and mental health cash fund on July 1, 2024, specifically for new capital construction projects under the expanded grant program.

Appropriates $4,000,000 to the Department of Human Services behavioral health administration for the 2024-25 state fiscal year to implement the behavioral health-care continuum gap grant program for integrated behavioral health services.
